08.11.2022. Almaty city with its project Almaty Data Lake entered finals of IEEE Smart Cities Awards Contest 2022

The world's largest technical professional organization IEEE* awarded 14 cities around the globe for their excellence in implementing ‘smart cities’ projects. Almaty city became one of the finalists with Almaty Data Lake project, for creating a data exchange platform between public agencies and commercial companies.

The jury of the IEEE Smart Cities Awards Contest 2022 assessed how the projects help municipalities in managing the transition to urbanization, and benefits and downsides of technology usage.

Almaty Data Lake is one of key infrastructure projects within ‘Smart City’ strategy run by Almaty city Department of Digitalization. The project already demonstrated economic efficiency of data usage through a pilot project with communal utilities. During the pilot, the data with number of registered citizens at a specific address was shared with utility providers that allowed them to start filling a long-term gap of lost revenue.

However, the overall objective of Almaty Data Lake is to use data from various sources to develop proactive services for city residents. This corresponds to Singaporean model ‘Citizen 360⁰’, when good data governance allows implement the principle «data runs after a person, not a person after his data».

Next year plans include digitalizing a process to obtain a preferential public transport card «Onay» for students and schoolchildren, with aim to reduce waiting time for receiving a card from several weeks to 15 minutes. It is also planned to automate recognition of a citizen’s social status at a place of his registration, to enable city services better plan social support measures. 

 

«Obtaining services will be possible only with the consent of a citizen – a data subject or his legal guardian. For example, if a first-year student wants to quickly get a preferential «Onay» card online, he will need to give the consent to use his personal data through a mobile application».
