Department of Digitalization

To ensure integrated development of digital culture in Almaty, a government-owned institution 'Almaty City Department of Digitalization' was created in September 2019.

Department of Digitalization is the state body of the Republic of Kazakhstan and is authorized to ensure implementation of digital state policy and provision of public services in Almaty city. In accordance with its competences, Department of Digitilization is responsible for interaction of local executive bodies with territorial divisions of state bodies, with citizens and organizations.

Department's mission is to create conditions for establishing comfortable city for citizens by improving digital infrastructure and quality of public services.

The goal  is to form and ensure development of info-communication infrastructure and to improve quality of public services.

Objectives:

1. Ensure implementation of the 'smart city' concept and deployment of effective information technologies;
2. Coordinate work of digitalization office of Almaty municipality (Akimat);
3. Ensure compliance with state requirements for info-communication technologies, and with rules for implementing service model of informatization;
4. Control quality of  public services by structural units of Almaty Akimat;

5. Optimize business processes and automate functions of state bodies and public services;
6. Cooperation with 'Zerde' JSC and Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, to ensure realization of 'Digital Kazakhstan' state programme.

Unit for Managing 'Smart City' Projects 

Objectives:

  1. Development of Almaty city digitalization strategy and implementation of related roadmap;
  2. Optimization of business processes and automation of functions of state organizations.

Main functions:

  1. Methodological support for development of digitalization strategy;
  2. Ensuring implementation of initiatives and projects within the framework of 'smart city' concept;
  3. Coordinating work of digitalization office of Almaty city;
  4. Providing compliance with state requirements for info-communication technologies, information security, and rules for implementing service model of informatization;
  5. Assuring compliance with requirements for architecture development of 'e-government'  and 'e-akimat', in accordance with Almaty Akimat activities;
  6. Purchase of info-communication services from assigned operator in accordance with catalogue of info-communication services;
  7. Coordination of measures to assess the effectiveness of local executive bodies' activities, financed from the local budget against  'Application of information technologies'.

Unit of Change Management and Process Development

Objectives:

  1. Support for improvment of public services and Almaty Akimat structural units' functions;
  2. Internal control over the quality of public services.

Main functions:

  1. Coordination of changes in the processes of public services provision and in Almaty Akimat structural units within the framework of digitalization projects;
  2. Creating conditions for raising digital literacy;
  3. Ensuring quality and accessibility of public services in Almaty city;
  4. Providing advanced training to employees responsible for public service provision, while interacting with disabled people;
  5. Development of proposals for optimizing and automating public services' provision and Almaty Akimat structural units' functions.

Data Management Unit

Objectives:

  1. Methodological support for data management within the framework of Almaty city digitalization projects;
  2. Data analysis to support the most optimal operation and coordination of information systems in accordance with process-management approach;
  3. Analysis of adherence of Almaty digitalization projects to information security standards.

Main functions:

  1. Development of data management methodology within the framework of Almaty digitalization projects;
  2. Data monitoring and analysis for the most optimal operation, coordination and integration of information systems;
  3. Ensure placement of public information about plans and results of Almaty digitalization projects on the Department's Internet resources;
  4. Support transfer of programme codes and licences (if any) to e-government service integrator, to enure  accounting and storage of developed software related to e-government;
  5. Coordinate in-time publication of Almaty city open data on the Internet portal of open data, in Kazakh and Russian languages.

Administrative Unit

Objectives:

  1. Administrative and financial provision of Department's operations;
  2. Implementation of Department's public procurement process;
  3. Accounting control and reporting;
  4. Ensuring Department's document management;
  5. Provision of anti-corruption policy.

Main functions:

  1. Maintaining complete report of incoming cash, inventory and fixed assets and its timely reflection in accounting systems;
  2. Preparing information updates accounting reports, ensuring safety of accounting documents, processing them in accordance with the established archiving procedure;
  3. Development of Department's applications for budgeting;
  4. Development and approval of Department's annual public procurement plan (preliminary annual public procurement plan), as well as monitoring its implementation;
  5. Implementation of public procurement on Internet portal of public procurement and monitor implementation of contracts;
  6. Preparation of answers in response to acts of prosecutorial regulation, appeals of justice authorities of the Republic of Kazakhstan;
  7. Department's office management;
  8. Maintaining inventory records.
