Project «Formation of the IT architecture of Almaty city»

Project launch: febuary of 2021

Currently, the work on the development of the IT architecture of the akimat of Almaty has been completed. The works were carried out jointly with the service Integrator of e-government (Zerde Holding), that is defined as the contractor for development of IT architecture within the framework of current legislation in the field of informatization.

‘Unified duty-dispatch service 112’ is the service for receiving and processing messages from individuals and legal entities about potential or arisen emergency situations, fire, threat to life and harm to human health, and other cases requiring emergency response. ‘112’ is a 24-hour telephone number for emergency services.

Together with the Almaty city Police Department, 'e-polisia’ application was launched to determine ability to move around the city through individual identification numbers (IIN) and license plates of vehicles.

A portal infoalmaty.kz allows Almaty organizations enter their data in order to obtain permits for moving around the city. A dual confirmation system is designed to avoid falsification and violation of the quarantine regime.

Development of a Stochastic Mathematical Model on COVID-19 Spread

With the support of The First Credit Bureau, a stochastic mathematical model was developed to determine the timing and scenarios for exit from COVID-19 quarantine. Six possible scenarios were developed, including a step-by-step exit, which was applied in Almaty city.

A Sector Map with Possibility to Set Up Quarantine Zones

An interactive GIS-map sectormap.uaig.kz was developed to control extensive quarantine zones. Zones’ determination is detailed down to borders of houses where quarantine patients live and to number of people living in this territory.

During the emergency situation to counteract the spread of coronavirus infection, specific measures were undertaken to strengthen the contact center #1308 of Open Almaty public reception: increasing the number of employees to receive emergency calls, developing new algorithms and response scripts, and much more.

Application for Tracking Movements Around the City

Thanks to support of Korkem-Telecom, all video cameras were installed and adjusted at police checkpoints, both inside and outside the city. The app allowed to track the movement of all cars/citizens in the city, available in the database ‘infoalmaty.kz’.

To create analytics on potential coronovirus cases, a map based on calls to First Aid was developed as of 09 March 2020. The map reflected calls with symptoms of acute respiratory viral infection that may imply potential coronavirus symptoms.

The project is socially significant for Almaty residents and is designed to provide a safe environment to sustain educational process, life and health conditions of students and staff.
